Windows 11 Pin Files Onto Taskbar Icon

In Windows 10 this was a simple drag & drop but on Windows 11, I am unable to do a simple drag & drop. Below is a screen shot for what I want to do, pin files to the taskbar icon for quick launch. When I attempt to drag and drop, all I get is a circle with a line through it preventing it.Below is an example of what I want to have done. Any help on how this works? I have been looking around but must not be describing it accurately enough to get this. Most of the results are just pinning icons or files or folders as single icons instead of pinned to the program icon to work.
