Windows 11 Phone Link "Transfer to PC" Issue

I have encountered the "greyed out Transfer to PC" problem with Windows 11. I know many other users have experienced the same issue. I bought a new Windows 11 Home laptop a few weeks ago and began using Phone Link with no issues. I returned that laptop for a more powerful Windows 11 Pro machine. That's when the issue began. Could not get rid of the greyed out "Transfer to PC" problem when using Phone Link resulting in not being able to transfer a call, either incoming or outgoing, from my iPhone 13 to my PC.
