Windows 11 - Notifications Banner will not close

System Information:Edition Windows 11 Pro Version 24H2 Installed on ‎1/‎27/‎2025 OS build 26100.3194 Experience Windows Feature Experience Pack 1000.26100.48.0 ISSUE: I upgraded to Windows 11 a few weeks ago. Ever since, the pop-up notifications (aka banner) cannot be closed using the close button or the X. The three-dot "meatball menu" is also inoperable. The only way I can interact with the popups is to click the notification "bell icon."How can I reset the functionality of this? Thanks -
