Windows 11 not activating

I upgraded to Windows 11 Pro using the Microsoft Store on my new Microsoft Surface. It's now telling me that Windows has not activated and an error showing "Something interrupted our troubleshooting. Make sure that you're connected to the internet, wait a few minutes, and try again. Error code: 0x80070002"I have tried trouble shooting and resetting my laptop but it won't even let me restore to factory settings.
