Windows 11, need to reset PIN, getting error that not connected to internet but shows connected

I only have the option to sign into my new HP laptop on Windows 11 using a PIN. When I click on I forgot my PIN, I get a message that I'm not connected to the internet. When I check the internet connection on the bottom right corner of the screen, it shows Connected, Secure.I've also tried using the Advanced Reboot, but there is not a Windows logo that appears at any time during the reboot.
