Windows 11 my device is auto scrolling down in certain applications

I'm having this issue where when I hover my mouse over windows explorer, it auto scrolls down. I've confirmed it does this for device manager and control panel. So far it only auto scrolls for windows related software. I've ran my antivirus and it found nothing (bitdefender). I have steelseries mouse and keyboard, I went into the software and disabled my scroll down on my mouse and the down arrow key on my key board yet the problem still persists.
