Windows 11 (Multi Edition ISO for x64 devices) will not launch

I have tried to upgrade my Windows 11 Home to 11 Pro edition. I purchased and received the product key for Windows 11 Pro. I have made several attempts to download the Windows 11 (Multi edition ISO for x64 devices) software and save it to an external hard drive to perform a clean install. I have selected the drop-down box from the download center page and hit download. Each time is responds with "Validating your request. This may take several minutes. Do not refresh the page or select back, doing so will cancel the request." with the continues download pinwheel that does nothing. I have l
