Windows 11 - Minimum Processor State setting not saving.

I updated my HP Omen - 9th Gen i7 - to Windows 11 a month or so ago. I am having a weird problem with the power setting Minimum Processor State: Plugged In. I have it set to 50% and Apply it. However, it constantly reverts to 100% on boot. It never saves the setting. I have the Maximum Processor State: Plugged In set to 95%. This one stays set. (Yes I have it set to 95% to cut 10 degrees off the processor at load. No I don't notice performance issues while gaming. I have been doing this for years.)So my laptop fights with itself trying to get to 100% while also trying to stay under 95% every t
