Windows 11 Menu Scrolling Issue

Came upon this issue where everytime I am somewhere in the windows menu it would automatically scroll down and highlight the last menu item and it won’t allow me to scroll back up. I have a short video of the issue here. Any ideas and solutions as to how to fix? I’ve also already swapped out the key and mouse on a HP Omen 30L. Surli redirect page
