windows 11 language issue

I am unable to change some parts of Windows 11 language. I got a new ROG laptop in China, with windows 11 pre-installed. It was Chinese, and there was no way to change the language. I was able to change the version to win 11 pro, and change the languages to English. I copied them to administrative languages. Also removed some stuff via reg edit. However, the boot selection menu when you do the shift+restart button still is Chinese, and I was unable to find anyway to change it.
