Windows 11 keeps old files in Windows.old after full reset

I am going to sell the PC to others. I did a full reset of my Windows 11 PC with cleanup of the drive checked. I assume doing this will delete all of my files permanently. Then I activated the new reset Windows 11 with my Microsoft account. I can see that all of my previous files in the user folder were placed in a folder called Windows.old in the system drive. I can even access some of the files even after a full reset.This is not protecting any privacy! I risk of revealing all sensitive files to others even after reseting.
