Windows 11 is showing the wrong time zone after restart

I just restarted Windows 11, and now the time zone and location are incorrect. It is two time zones off. It was fine on all prior sessions. The default location is set correctly. I've cleared the location. Updates are current. The Windows 10 laptop, currently on the same desk, does have the correct time and location, and it is on the same ethernet and Wi-Fi connections. Turning off the automatic time zone setting allows the setting of the correct time zone, but turning on the automatic setting returns it to the incorrect time zone.
