Windows 11 interfers with sign in on website?

Can Windows 11 interfere with a web logon? I have a Dell Windows 11 laptop with Norton. I can no longer open my Verizon account on that computer( using Chrome, Firefox, Edge all cleared cache,etc, Firewall turn off, Norton turned off). I go to Verizon.com,sign in, sign into account, put in User ID and password, then I get notice connection reset. I restarted, troubleshooter network connection, restored original network settings, nothing worked. My Iphone( using both an app and a browser) using 5G and/or same wireless network, and a another computer( same network,Norton, etc, but windows 10)-wo
