Windows 11 Installations stuck 0% on downloading Update

Im buying new Victus HP 16- after booting for the first time i notice that the windows update download just stuck at 0% for hours.- i decided to reinstall the windows 11 with reset pc option- i got stuck again on downloading windows update at 0% in the middle of windows 11 installations progress (so i still dont finish this installations)How to fix this?
