Windows 11 install failing at 10%

I recently purchased a 2tb Samsung m.2 and wanted to install windows 11 on it. I previously had a Sandisk 500gb ssd that had windows 11 on it but I completely removed it from the computer before attempting to install windows 11 onto the new m.2. Every time I attempt to install it fails at 10% complete. There is no error message. It just restarts the computer and starts the whole installation process over again.
