Windows 11 in a Virtual Machine on a Linux server

I have been looking through all of the licensing pages on Microsoft site and can not find the correct information on what licensing I should buy to be able to install a Windows 11 Operating System in a Virtual Machine on a Linux server. The Windows version and hypervisor does not matter much and can be adapted. The current Windows 11 license I found makes me think I can not have a Desktop OS installed for a company in a VM if it is not tied to 1 specific user.My case would have the VM being used for multiple purposes and by multiple users, but the important part is having a Desktop version of
