Windows 11 File Explorer frequently opens with a blank ribbon

I'm having an intermittent issue when I open a folder in File Explorer from a shortcut on the desktop, I'm frequently being presented with a window where the ribbon is blank (see below), Navigation down and up through the folders works (double clicking on subfolders, using the up and back keys), but context menus are not being shown). Doubly clicking on files opens them OK.The desktop is sync'ed with OneDrive. It seems to only be happening with shortcuts pointing to folders on OneDrive. I have OneDrive setup to mirror local folders and the the shortcuts point to the folders on the local
