Windows 11 does not shut down, but restarts, Windows 10 doesnt do this and even after upgrading from 10 to Windows 11 the problem doesn't persist

Hello,When I freshly set up Windows 11, after selecting Shutdown, the computer shuts dows for 0.5s , the relay clicks (probably from the PSU) and restarts...I had this problem already once (more than one year ago) so I did the workaround and went back to Win10.Before doing this, I literally changed all my Hardware (except the processor) and disconnected all peripherical equipment to see if the problem remains.I also then upgraded to Win 11 and "wow" No problem :-) So I thout it was fixed.But then I installed a fresh copy of Windows 11... and my old problem are there again.I tried a bunch of th
