Windows 11 Does Not Remember The Window Size And Position

Windows 11 does not remember the window size and position when docking/undocking. (e.g. Word, Excel, Outlook, Explorer, Adobe, etc.) I have checked the Settings > System > Display > Remember window locations based on monitor connection, however that seems to have no effect. When I use the laptop alone, all of the windows open in random locations on the main screen. When I connect to the dock and dual monitors, all of the windows open on one monitor in the same random pattern as the laptop alone. These locations may be forced to save using the Ctrl+
