Windows 11 Cumulative Update, pending restart isn't working. How can I fix this because restarting doesn't work?

My computer can't install the cumulative update even after many restarts because it'll just say "pending restart" and every time I try to restart, it doesn't want to install the cumulative update and there's no error code it generates, It'll just say pending restart. I tried doing a CMOS reset and using troubleshooter but nothing seems to be working. I'm on Windows 11 Home and on version 24H2.
