Windows 11 Cortana Will Not Open Apps When Requested

On a new laptop with Windows 11 and firmware up to date, I have enabled Cortana. And under Cortana settings it indicates that it has all the requirements (microphone, etc) that it needs. I believe I have enabled apps to respond to voice requests in Settings.Here is the problem:If I ask Cortana to tell me the Weather, it will. However, if I say something like: "Cortana, Open Skype", or Cortana, Open Word", instead of opening the associated app or program (which are loaded on my machine and fully functional), it will respond with, on the Skype request, just a description of the Skype being a p
