Windows 11 Computer Locked to CPU

(this is a follow-up to my other post)For some reason, when I try to change if a game of mine uses CPU, or GPU, no matter how much I try to change it to GPU, it ends up using my CPU instead. I've checked task manager too, and EVERYTHING just prefers the CPU. This is even more incredibly confusing, and I don't have much information about why this happens or anything.
