Windows 11 - Can't Open Notification Settings from Windows Settings

Windows 11 Pro update 24H2I cannot open any application notification settings or any notification settings from Windows in general.From Windows Settings > In the 'find a setting field' I am typing notifications > clicking any of the options for notification setting, such as 'Turn app notifications on or off' and it does absolutely nothing except leaving me on the settings Home page. If I type a search in for notifications and select 'Show all results' it populates the list of notification settings but none of them do anything except take me back to the settings home page.I can't change
