Windows 11 - Can't Install Language Pack or Fonts - Error 0x800F0841

I am having trouble downloading language packs on Windows 11. Every time I attempt to download a pack, the download always becomes stuck at around 80%, and never moves forward. Afterwards, I receive the error code - 0x800F0841. I have tried to do Dism and sfc system repair commands but they did not help. There is little information about this error online, so I was wandering if someone had a potential solution. Thanks.
