Windows 11 can start but won't restart

When I power on my PC, Windows will boot up just fine and I haven't had any issues during use. When I RESTART my PC from Windows it won't boot up. -There's no indication of a signal on the screen from any graphics source. -There is power since the fans are spinning and any built in lights on GPU and MB are lit up. -If I force a shutdown by holding the power button and turning it back on, it will boot up just fine.-Boot disk in BIOS is correct-All drivers and hardware have latest updatesGigabyte Aorus Elite AXXFX Radeon RX 7900xtx Merc 310AMD Ryzen 7 7800X3D
