Windows 11 boots to "windows can't start" with an error after thermal paste reapplication

Hello all, today I have encountered what in my few years of working with pcs is the most confusing issue I have encountered thus far. I opened my pc to replace the thermal paste on the cpu as it was thermal throttling, put it back together, and originally I had the error 0xc000000d. I used one of the bcd programs (either bcdedit or bcdboot, I can't remember which one) to attempt and fix it, now it boots to error 0xc000225. I have attempted to do sfc /scannow in recovery, but when it seems like it is going to repair something it gives me the error "Windows Resource Protection Could Not Perform
