Windows 11. Boots, but no start bar. Spooling.

Windows 11. Boots but no start bar. Can run task manager, but that is about it. The machine seems stuck in a loop. I have done 2 restore points, and I have reset the machine by reinstalling windows (kept my personal files tho). The error persists. Starting to think hardware. Help please.
