Windows 11 automatically adds some files into folders and made folders to files already on my computer.

I recently got a new computer with Windows 11 and its adding certain files that I have downloaded into folders, and it made folders for files that were already downloaded. This does not apply to my main downloads folder, but it happens when I download that end in .GZ. This never happened on my old computer which ran Windows 10. Is there a way that I can stop this from happening.
