Windows 11 audio ducking even though no change in volume mixer or app.

Hello i've been having a issue and I'm not sure if it's a windows 11 thing or what. Every time one audio is louder than the other windows takes priority of the louder sound and quitens the other apps slightly until the louder sound stops. It makes it hard to have more than one app open with sound because you need to level out the volume on the volume mixer or it will occur. Here are some things I've tried but they did not work and I also spoke to a few windows team members on the live chat about this:1.
