Windows 11 Assigned Access/Kiosk Mode Start Menu and or Taskbar Customization

I've been trying to configure the new windows 11 assigned access mode, I cannot for the life of me figure out how to work the pins for start menus and apply those to the kiosk user.The pins I am attempting to place there are web link shortcuts.I've tried the Import/Export Start menu layout with powershell however, every combination of file type and commands I try it errors with an invalid format.I have also tried using the start2.bin and replicating a profile from a local admin account to the kiosk user account.This is meant to be a multi-tab configuration that is configured by a script under
