Windows 11 24H2 taskbar icon outlined on startup

I have found only one other post similar here: Redirecting But basically, whenever Windows boots up, the Windows button (or the widgets board, depending on the taskbar alignment, it'll highlight the very leftmost icon) which is really frustrating.I have tried SFC / SCANNOW and DISM.
