Windows 11 24H2: 'Show Mobile Devices' Option Missing Under Start Settings

I installed Windows 11 24H2 OS Build 26100.3037 to use the new features. Some of the new features are active, but the biggest feature—having the management panel on the right side of the Start menu for mobile devices—is not enabled on my system. I looked for the "Show mobile devices" option under Settings > Personalization > Start, but I couldn't find it. I have tried several methods suggested in YouTube videos and Microsoft Community, but none of them worked. All my programs are up to date, and my region is set to Azerbaijan. Can you help me?
