Windows 11 24h2 causes older game titles to freeze for a few seconds

I encountered an issue where certain games, particularly older titles like Payday: The Heist, experience frequent freezes (about 10 seconds) while running on Windows 11 24h2. This happened on two separate installations of 24h2 (build 26100).I've extensively tested this behavior and found it exclusive to Windows 11 24h2.
