Windows 11 24h2 broken update; stutters while gaming

I have a 2021 Zephyrus g14 and updated to windows 11 24h2 on 3/11/2025. I had stuttering when I was playing warframe. The game was windowed and for the first 5 minutes it would play with no stutters. Then there would be constant stutters and the overall performance of the game dropped too. I also play fullscreen games which didn't have any stutter issues but it does have drops in performance albeit lower than the drops in the windowed game. I gave up on waiting for an update to fix it and was reinstalling windows 11 24h2 from settings when it gave me an error while I was at 34% installing and
