Windows 11 22H2 Enterprise no option for local account?

Why?? I download the new Enterprise Edition for Windows 11 22h2 from the volume license center and there is no option to create a local account during the install? I am trying to create images for PC's that will be domain joined why do you force things no one wants?This is the exact name of the ISO I downloaded. SW_DVD9_Win_Pro_11_22H2.6_64BIT_English_Pro_Ent_EDU_N_MLF_X23-39385.ISO. I boot up the laptop, go through the first setup just to get into Windows and then run the setup.exe from the ISO and I cannot get past creating a Microsoft account.
