windows 10 windows setup could not configure windows to run on this computer's hardware

as the title says, windows setup could not configure windows to run on this computer's hardware error after rebooting during a new windows installation. i use a new download of the windows media creation tool onto a usb drive. setup goes normal, then im prompted to reboot. when i get back to my motherboard splash screen i get to the "getting ready" text and then the error pops up. i have also tried to use msoobe but i get stuck on the screen following for hours.this is on a new built desktop pcspecs:i9-9900kfasus strix z390-i3200 ram2tb samsung m.2
