Windows 10 - Videos Freeze after fast forward.

I have downloaded videos from various sources to my laptop, and at times I want to fast forward to a particular spot. Whether I hold the fast forward, or advance the cursor to a particular spot the video freezes, and will not continue. Also every time I replay that video, whether it is on that laptop, my desktop, or have sent it to my phone, or copied to a flash drive and play it at work--it will freeze at that exact spot.The video will not play, the audio also will not be heard but in all cases if I look at the bottom of the screen, it shows the times advancing the video.
