(Windows 10) Various apps/functions don't work, KERNELBASE.DLL error

As of a couple months ago, the taskbar calendar (the one you get by clicking the date/time in the bottom right corner) stopped working, and Event Viewer brings up an error pertaining to "KERNELBASE.dll". I tried all sorts of fixes (like sfc /scannow, DISM tool, etc) and even did an In-Place Upgrade of Windows 10, but nothing fixed it.Now, other parts of Windows are having the same issue, also pointing to KERNELBASE.dll.
