Windows 10 Upddate will not stay disabled.

I've disabled the Windows Update entry inside both Services.msc and GPedit.msc (Computer Config/Admin Templates/Windows Components/Windows Update/ Config Auto Updates. While the GPedit stays disabled after a reboot (both soft & hard), Services comes back up showing as Manual (Trigger Start). I'd prefer it to stay they way I left it -- Disabled. What option(s) do I have to make this a reality?
