Windows 10 unable to startup, blue screening.

I am having problems booting up my PC. When this problem first occurred, all it did was boot into a BSOD (Blue screen of death) and give me the stop code IRQL NOT LESS OR EQUAL. It soon stopped, and was freezing the startup screen with the loading dots. I tried booting into the recovery screen, but was unable to see the options due to LED Screen Damage. I was not able to get any further past this point. The only other screen I got to was the HP Hardware Diagnostics screen. I ran some of the tests and they didn't display any problems with my system components. I did find some info that could be
