windows 10 unable to format ANY removable media, dvd's, cd's, thumb drives, and sd drive?

Since replacing my HDD with a SSD and clean install of windows 10, I havent been able to format any removable media no mattter what I try. MS tech cant figure it out either, ( cause they dont even try) can someone give me an idea as to what could be caausing this issue?Thanks for you help.
