Hi,
I am currently having difficulty creating new folders using the File Explorer and the Right-Click Context menu in Windows 10. I'm not experiencing any crashes related to the issue - the functionality just seems to have disappeared.

Potential fixes I've tried, as per the suggestions in the below links:

I did not see any changes after attempting the above, even after rebooting. With the exception of the system restores, all scans and checks completed without reporting any major issues.
As I mentioned, I did find a couple of workarounds to create folders, but any further assistance to get things back to normal (i.e., returning folder-creating functionality to the File Explorer button and right-click context menu) would be greatly appreciated!

Things that don't work:
- The new folder option has disappeared from the list of choices under the "New" header on the right-click context menu; I am still able to create shortcuts and all other types of files which are still visible under the "New" header (.txt, .bmp, .doc, etc.)
- The "New Folder" button is visible in the File Explorer window but does not appear to do anything when I click it
- The CTRL+Shift+N shortcut also does not appear to do anything
Things that do work:
- I can make a copy of an existing folder and just delete the contents and rename it
- Programs are able to create new folders - for example, if I unzip a compressed file to a folder using WinRAR, the program is able to create a new folder if the folder does not already exist
- I am also able to create new folders using the "mkdir" command in the command prompt

- System File Checker (SFC) scan
- DISM commands /scanhealth and /restorehealth
- Checked registry for New key {D969A300-E7FF-11d0-A93B-00A0C90F2719}
- Attempted system restore with two different restore points, though both reportedly failed
- Clean boot - all non-Microsoft services and startup programs disabled, except for antivirus and the laptop touchpad
