Windows 10. Tried to create a new rule in firewall inbound and get location is not available error

When I click inbound rules, new rule, program, this program path, browse I get this errorC:\WINDOWS\system32\config\systemprofile\Desktop is unavailable. If the location is on PC, make sure the device or drive is connected or the disc inserted, and try again. If the location is on a network, make sure you are connected to the network or internet, and try again. If the location still can't be found, it might have been moved or deleted.
