I needed to perform a restart on my computer because a program was not working properly. windows has been stuck for days on the reboot window with the spinning circle. I have tried the hard reboot multiple times in succession and cannot get it to go to safe mode or any other mode. I have shut off and unplugged the PC a couple of times with the same result.
