Windows 10 resizing and moving open windows after waking from sleep

Like many others I found this to be a giant pain. Lock your computer or just walk away with programs up and come back to find them small and in the upper left corner.Well, this post by AndrejPirman Redirecting has, all the way down at the bottom in his(?) own last reply, the solution. EXCEPT, it's not the "full solution." While a specific Configuration file is pointed out, I tried it (I had 3) but even though I went through all 3 that had the same kind of label
