Windows 10 product key not activating Windows 11 with error code 0x803fa067

I have been running Windows 10 Pro 64 for years. I have installed Windows 11 fresh on a different drive in the same PC. I have tried activating Windows 11 with the Windows 10 Product Key but I get error code 0x803fa067
