Windows 10 PIN and MS account shenanigans

So I'm attempting to recover my user account on Windows 10 but am running into several issues. The issue is with the PIN; it says my PIN is no longer available and I need to set it up again. So I go to sign in to my Microsoft account, that's fine; I get the code just fine... but then it says "something went wrong; we weren't able to set up your PIN. You can try again, or skip this step and set up a PIN later."
