Windows 10 not letting me reset

I bought this laptop from a guy who said he couldn't figure out how to reset it either. Going to the normal settings and trying to wipe the laptop doesn't work as it can't "find a recovery environment". I tried making one with a brand new USB drive and it said I can't because some required files are missing. What are these "required files"? This happens no matter if I check the "back up system files" box or not.I tried resetting the computer through the command prompt and the shift power in winre/advanced setup.
