(Windows 10) jump lists missing from all taskbar icons

I recently noticed all taskbar icons no longer show my recent files or any of my pinned files. Browsers also do not show actions like "new window" either. Right clicking them only shows "unpin from taskbar" and nothing else, or if running it shows "close window" and nothing else.The "show recently opened items in Jump Lists on Start or the taskbar" is toggled on (it was never turned off) but the jump lists still do not show. Restarted and no change. There have been no updates or changes to hardware or any new installed software since I last saw them so I'm unsure what has caused the error. It
