Windows 10 Home (especially the Taskbar) breaks completly if not first Started in Safe mode and then restart in normal mode

Hi,For the last 3 weeks i am having a weird Problem when i start my Windows 10 Home PC.I start the PC and i immediately notice that in the lower right corner it displays the wifi-Symbol and after 1-2 seconds switches to the Lan-Symbol (usually it instantly displays the Lan-Symbol). I log in my Account and after unusual long waiting i can see my desktop but the Taskbar doesn't display any Programs (Cortana, the searchbar, etc are still there). The Moment i hover with my mouse over the Taskbar the mouse starts the loading animation and the entire PC freezes for a few seconds. After it unfreezes
